GlobalData expects the construction industry in Poland to remain weak in the initial part of the forecast period, registering an average annual fall of 0.8% during 2023-24. This downturn is attributed to headwinds such as high interest rates and construction costs, and continued weakness in the country’s residential sector amid elevated inflation rates and deteriorating purchasing power. According to Eurostat, the construction producer cost index for new residential buildings rose by 12.6% year-on-year (YoY) in first two quarters of 2023, preceded by an increase of 10.8% in 2022.
The industry is however expected to rebound at an average annual growth rate of 3.9% from 2025 to 2027, supported by investments in transport, renewable energy, industrial and a recovery in residential projects. In August 2023, the “Polish National Railway Programme” was updated with a perspective until 2030. The program includes a funding of PLN170 billion ($35 billion) until 2030. This includes an allocation of PLN79 billion ($16.3 billion) for ongoing projects that started during 2014-2020, PLN80 billion ($16.5 billion) for the 2021-2027 perspective, and PLN11 billion ($2.3 billion) for the National Reconstruction Plan (KPO).
