Having soared in 2021 and 2022, growing by an annual average of 15.5%, the construction industry in Italy is expected to weaken in the initial part of the forecast period, registering an average annual fall of 4.7% from 2023 to 2025. This weakness is attributed to headwinds such as a slowing economy, elevated inflation, weak manufacturing activities, slowing exports, and most significantly the winding down of government funded support for works in the residential sector. The Italian government reaffirmed in early September 2023 that it does not plan to extend the “Superbonus 110” tax incentive program, due to potential implications on public finances.
GlobalData expects the Italian construction industry to regain growth momentum in 2026 and register an average annual growth of 1.8% from 2026 to 2027, supported by investments on transport infrastructure, renewable energy, and housing projects. Italy's national state-owned railway holding company Ferrovie dello Stato Italiane (FS Italiane) awarded EUR14.3 billion ($14.6 billion) worth of rail infrastructure contracts in the first six months of 2023. FS Italiane plans to invest EUR180 billion ($183.8 billion) in rail and road infrastructure projects over the next ten years. Of the total, EUR125 billion ($127.6 billion) will be allocated to rail projects until 2033.
